IMHO, I think you are correct that the manual is wrong. :)
In fact, AFAIK the above list is only correct if the central manager is 
ALSO a submit node AND an execute node.  Neither condor_startd nor 
condor_schedd should be in the list if it is just to be a central manager.
It would be better to have a table with and/or relationships to express
the different combinations of node type.
