The issue is not that the shadow jobs are being niced (In fact they aren’t), but the executed job and all sub processes are niced on the execution machine.

I have checked the JOB_RENICE_INCREMENT and it is not set in any of the config files.

Try decreasing the value for SHADOW_RENICE_INCREMENT in your Condor configuration, or just comment it out.
