[Condor-users] condor_negotiator fails to start

hello,

i am new to condor and recently installed the central manager. i've 
configured the master to run the start, sched, collector, and 
negotiator daemons. however, when i start these daemons, the negotiator 
fails. all the others appear to be working however (see below). am i 
missing a setting or can anyone provide a hint as to what configuration 
parameter to change or what log file to look at to provide a clue for 
solving this problem?
