Did you use correct parameters on compilation of central manager and clients?

An example:

CONDOR MASTER (central manager, IP 192.168.0.1):
condor-configure --install --type=execute,submit,manager --local-dir=/home/condor --verbose

CONDOR CLIENTS:
condor-configure --install --type=execute,submit --local-dir=/home/condor --central-manager=192.168.0.1
 --verbose
