You set it in one of your Condor configuration files. If your main  
Condor configuration file is shared across multiple machines, then  
NETWORK_INTERFACE should be set in the local Condor configuration  
file (since it only applies to the one machine). If the main  
configuration file isn't shared, then it doesn't really matter which  
file the setting is added to.
