Can u be a bit more precise on your question?

As far as active/standby point of view. I would say it is, because when there is no jobs in the queue it is considered to be standby and when there are jobs it becomes active. If you mean something else by "active/standby" please let me know.

On Failover
IF any condor daemon dies (other the master), a mail is sent to the Administrator.
