~condor/ contain a condor_config file. Either set CONDOR_CONFIG to point
to a valid config file, or put a "condor_config" file in /etc/ condor or
~condor/ Exiting.

Did you install the WS-GRAM Condor interface? When installing Globus from
sources, you need to either include '--enable-wsgram-condor' in your
configure command or run 'make gt4-gram-condor'.
