How would I go about diagnosing what the problem is?
It's not as easy as it ought to be. (But better than it used to be!)
First, look in the job's userlog to see if there's any more detail in
the shadow exception event there.
Then, look in the local ShadowLog for that job ID and see if there are
any illuminating errors. Finally, look in the StarterLog on the
machine where the job tried to run...
