Yup, I've been following this - probably the "right time to jump in" will be in a year or so.
The API seems to be stabilizing and the distro picture is starting to emerge (Ubuntu announced their switch from upstart to systemd last week). I will probably be dragging my feet a bit as this would cause a direct dependency between the procd and D-BUS / systemd. We'll want to make sure that HTCondor can gracefully degrade to non-systemd Linux platforms (think RHEL{5,6} or Debian).
