Simics (without any cache or microarchitectural addition - like Ruby or Opal ) will only provide functional simulations. 
In short , you can not compute any significant IPC with only Simics. The "cycles" reported by simics when you do run the command ptime are just the default IPC=1. 

You will only compute a meaningful IPC if you have both a microarchitecture simulator and a memory hierarchy simulator.
