I think GEMS people can answer the reasoning better. However, if you are still trying to find the directory you can just copy it from an earlier release such as gems2.0.

AK Hello, All I have solved the problem. But when successfully compiled ruby and opal, checkpoints directory does not exist in GEMS_ROOT directory. I don't know what is the reason. Can anybody tell me? Thank you very much.
