This is related to your question of where you must locate Simics. If you 
have installed Simics to a directory other than $GEMS/simics, make a 
symlink called "simics" in your $GEMS directory that points to your Simics 
installation directory.

The path for global.h should be (assuming an x86-linux host):
$GEMS/simics/x86-linux/obj/include/simics/global.h

If the symlink is in place, Gems will be able to find global.h.
