[Chtc-users] HTCondor 7.9.1 Downgrade on CHTC pool

The HTCondor pool has been downgraded to Condor 7.9.1 due to unforeseen
issues in version 7.9.2.  It will stay at 7.9.1 until some point after
the Thanksgiving Holidy.  We apologize for the turbulence involved in
this upgrade over the past couple of weeks; our process for scheduling
these upgrades will be reviewed and improved.
