It turns out the schedd is pretty old - we upgraded our workers, and I thought we upgraded the schedd as well but I was mistaken. This therefore might be noise, apologies if so.

This seems like a bug, I've created a ticket:
One question since I notice that you are submitting jobs using Python bindings installed from PyPI, what is the version of HTCondor that is running on your access point? (This does not have to match the version of the bindings.)
