No, we do not build HTCondor on the arm64 platform for Ubuntu 22.04 (Jammy Jellyfish)
We started building on arm64 for Ubuntu 24.04 (Noble Numbat) to support the NVIDIA DGX Spark machine.
I don't think there is demand for the arm64 build on Ubuntu 22.04. We plan to drop Ubuntu 22.04 with the upcoming HTCondor 26.0 release. (Of course, we will continue building for Ubuntu 22.04 on amd64 for HTCondor 25.)
