New PL group web page.

Hello,

I've put together a new PL group web page. You can find it at:

http://www.cs.wisc.edu/areas/pl/

The page is far from being complete. Any ideas, comments or contributions
(such as an overview of PL group that could be put on the front page, for
example) are more than welcome. Also, if anyone has an inspiration to
create a logo for the PL group, please do so.
