[HTCondor-world] HTCondor 10.0.8 Released

The HTCondor team is pleased to announce the release of HTCondor 10.0.8.
A Long Term Support (LTS) release contains significant bug fixes.

Highlights of this release are:
- Avoid kernel panic on some Enterprise Linux 8 systems
- Fix bug where early termination of service nodes could crash DAGMan
- Limit email about long file transfer queue to once daily
- Various fixes to condor_adstash
