[HTCondor-world] HTCondor 8.6.4 Released

The HTCondor team is pleased to announce the release of HTCondor 8.6.4.
A stable series release contains significant bug fixes.

Highlights of this release are:
- Python bindings are now available on MacOSX
- Fixed a bug where PASSWORD authentication could fail to exchange keys
- Pslot preemption now properly handles custom resources, such as GPUs
- condor_submit now checks X.509 proxy expiration
