[HTCondor-world] HTCondor 8.3.7 Released

The HTCondor team is pleased to announce the release of HTCondor 8.3.7.
This development series release contains new features that are under
development.

Enhancements in the release include:
- Default configuration settings have been updated to reflect current usage
- The ability to preempt dynamic slots, such that a job may match with a
  partitionable slot
- The ability to limit the number of jobs per submission and the number 
of jobs
  per owner by setting configuration variables
