Jobs from the same user never preempt each other.  In the future, it 
might be nice to have this option, but currently it doesn't exist.

Technically, there is one case where you can get jobs submitted by the 
same user to preempt others submitted by the same user: this can happen 
if you submit the low priority jobs with the nice_user setting.
