[condor-users] Worse User Priority not getting Available Resources

Hi All,
We are having a problem using all our available cycles in the following 
situation:

User A has a lower (better) priority than User B
User A has submitted some jobs to a machine that Condor is trying 
unsuccessfully to run
User B is unable to get cycles from that machine even though there are 
available resources

At first i thought that setting the NEGOTIATE_ALL_JOBS_IN_CLUSTER = True 
in the config file might fix it, but this is a problem between two 
clusters not a problem in the same cluster.
