I think the problem comes from the fact that there doesn't seem to be a 
field "Activity" in the ClassAd of a job which is in a queue. condor_q 
-constraint Activity!=\"Busy\" selects no jobs. condor_q -l also shows 
that there's no such field. I think JobStatus might be a better field to 
check against.

Still, I can't explain why all jobs have been put on hold instead of 
none if the constraint expression didn't match any.
