Are you saying that you only have one or two ports open on the firewall?

Currently, I don't there is a good way to run Condor with that few of ports 
open. You need a few more ports.

In addition, http is port 80, and https is port 443, but HIGHPORT and 
LOWPORT require the ports to be at least 1024.

I think you're stuck unless you can open up a few more ports.
