Got this working OK on WinXP Pro.
When installing Cygwin do the basic install + bc + perl.
I used schtasks.exe to do the 'croning'.
There is a bug in XP SP1 which breaks schtasks.exe. For the easy fix see 
Microsoft Knowledge Base Article 812400.
