"Certificates" is a bit vague. But yes, Condor has more extensive security 
measures than the IP-based access. I recommend reading Section 3.7 of the 
Condor 6.5.5 manual: "Security in Condor".

Note the sections on the varieties of authentication: GSI, Kerberos, File 
System, and Windows.

If you're using Condor 6.4.x, these mechanisms also exist.
