[condor-users] Windows EFS support

Hello, all.

I noticed in the release notes and in the default Windows condor_config
there are references to "ENCRYPTED_EXECUTABLE_DIRECTORY" which is supposed
to enable EFS support in Condor.

Unfortunately, enabling this setting didn't seem to have any effect, and
there doesn't seem to be any documentation on using it. Can anyone set me
straight?
