It is usually not in the path. You can find it in the libexec-folder of
condor. It depends on your condor-configuration, where to find the
folder. But you can ask condor about this:

# condor_config_val libexec
/usr/libexec/condor

So for me condor_kflops is in 
/usr/libexec/condor/condor_kflops
