1. When the pool has more users than p-slots (e.g. 16 users & 8x 128 core machines). With the assumption of an infinite number of jobs and they don't all end at the same time, the EPs will eventually average out to 64 cores per user.
To be clear(er): _without_ consumption policies, we would expect that the EPs will _eventually_ average out to the correct value. _With_ consumption policies, then we would expect the initial allocation to be fair(er), and subsequently not to drift as far from that fair(er) allocation due to randomness in job lengths.
