Unfortunately, no. the EP will tend to hand out GPUs in the order in which condor_gpu_discovery reports them,. The EP doesn't really understand that two reported devices are really the same GPU, it has been told that they are independent devices and will
act accordingly.

We are using "condor_gpu_discovery -divide 2" in a machine with 8 GPUs. It works fine and we see the 16 GPUs in a partitionable slot. However, is there any way to ensure that first the empty GPUs are assigned to the jobs using these options?
We are running condor 23.0.19.
