[HTCondor-users] HTCondor 10.9.0 repositories restored from archive

We keep the last version in an LTS release series online indefinitely, 
We remove our new feature series roughly a year after we start a new 
features series. The thought is that people tracking new features will 
jump to the new series.

That did not happen with the last release in the 10.x new feature series 
(10.9.0). Since several users have been surprised by the disappearance 
of the 10.x repositories, we have decided to restore the 10.9.0 version 
to the 10.x repositories.
