Thanks for your reply. So a central manager defines a single pool. The reason I was looking at configuring two pools was to dedicate resources to be used for the IGWN Pool which will ensure that the OSG IGWN Pool jobs are not affected by the user priority and are not evicted. This will help in running Glideins for longer duration without being evicted owing to user priorities changes. Are there better ways to handle this without creating a hard logical partition of some sort ? Would DedicatedScheduler configuration like the one used for Parallel Universe or JobTransforms/ClassAds help in anyway ? We would like to avoid requesting OSG team to make any changes to their submit configuration setup like inserting some resource match request in the job scripts etc. Also, we would like to retain, as far as possible, the flexibility of running the Glideins on any node of the cluster as decided by the scheduler/negotiator.

Typically, it is the central manager which defines a condor pool: that is, if you have two central managers, you have two condor pools. Do you want to have multiple APs? Or multiple collectors serving as a backup, but one logical pool? Or do you want to have a separate negotiator that perhaps only operates on part of the pool, e.g. as a "fast negotiator" for interactive-only jobs?
