Hi Sandeep:

There is no simulation mode, per se for HTCondor.

Typically, though, people who want to experiment often make a "ghost 
pool", where a second startd runs on some or all of the EPs, which 
report to a distinct central manager, and testers submit sleep jobs to 
the pool to experiment with policies, fair-share, etc.
