Please consider an enhancement request for condor_q -better to report when a job is not being scheduled beause the user has reached their pool ceiling value, e.g.,
# condor_q -better 393589951.0
...
393589951.000: Run analysis summary ignoring user priority. Of 3827 machines,
2 are rejected by your job's requirements
3125 reject your job because of their own requirements
0 match and are already running your jobs
0 match but are serving other users
700 are able to run your job
would be significantly more useful to the user in my opinion if it included the "better" explanation in the Negotiator log,
10/16/24 16:57:34 Negotiation with XXX@xxxxxxxxxxxxxxxx skipped because submitterCeiling remaining is 0
