I think these things can be soved by clever usage of ranking expressions, be it on the submit side or the negotiator, see also:

Hi!
I just cant find anywhere how to force the job to traverse over nodes in a defined way within the conder server configuration (and not by submitfile)
For example i have
Node A - Old
Node B - Overage
Bode C - New powerful.
In this enviroment i want as many jobs as possible to run on server C.
When a user submits a job i want to:

Always check for resources in the order C first, then B and finally A.

If possible, also use resource as a delimiter for this rule, eg, if node X is utilized by 80% cpu running jobs, ignore if even resources exist, move on ask node B.. and so on. If no match, submit without any
prioritization. Like triggers.
Where can I find this documentation (assuming the feature exists?)
