The problem is that the 'ganglia' feature was not yet defined in condor version 8.6.8. Instead use the following line to enable ganglia:

DAEMON_LIST=$(DAEMON_LIST),GANGLIAD

the condor_gangliad should be in libexec -- is it not there on your machine?
