thanks for your fast response. 

HTCondor is running inside a Rocky Linux 8 container and has been installed by

dnf install -y https://research.cs.wisc.edu/htcondor/repo/23.x/el8/x86_64/release/htcondor-release-23.x-1.el8.noarch.rpm
dnf -y install apptainer condor

The container is available on CVMFS in case you like to take a look
/cvmfs/unpacked.cern.ch/gitlab-p4n.aip.de:5005/compute4punch/container-stacks/htcondor-wn:latest <http://unpacked.cern.ch/gitlab-p4n.aip.de:5005/compute4punch/container-stacks/htcondor-wn:latest>
