Retaining host based authentication is described in option C of Step 1 of the version 9.0 upgrade instructions:

That version of the HTCondor manual is still online but not
visible in list of versions.
You have to edit /etc/condor/config.d/00-htcondor-9.0.config

Thank you for letting me know the informations.I was trying to update to version 9.0 or 10.0 yesterday.However, since we are using HOST-BASED authentication for the security, I couldn't be able to set as it was in version 8.8.While I was looking at the manual, I couldn't find out which could be the solution.
Anyway I appreciate to your comment.

In HTCondor version 8.8.10, there is no good way to do what you want. However, if you upgrade to a more recent version, the "condor_userprio -setceil" command can limit the number of CPUs that a single user can use. This feature was added in the 9.0.0 version.

Let say, we have 20 nodes in the system.What I want to limit the running job is, any users cannot exceed 10 nodes.For the users in our system, they have one job per submission.Is there any examples to set the maximum running jobs by using two parameters above?
