HTCondor 23.6.2 goes out to the OSPool for external testing. It has a 
bug fix for a problem introduced in 23.0.3, where the return code for a 
file transfer plugin was not propagated to the hold reason subcode. This 
is used by the Pelican plugin to help determine which file transfer 
errors should be retried.
