Hi Rita,

you could maybe create to types of slots, one for each user type, and 
allocate a fix amount of the resources to each per node.
If with a lot of short jobs the negotiation cycles become too much of a 
burden, a second dedicated negotiator just for the short jobs might be 
be handy.
