Yes, the version history contains all the changes since the 10.9.0 release.

I'll update the release plan. I don't know what the delay was publishing the release highlights. It's an automated process. I'll have to look at the logs.

The version 10 manuals do not have version history entries for the version 23. So, these links are automatically generated by read the docs on the assumption that the documentation does not change much from version to version. In this case, that assumption is incorrect.
