This is not a bug. Condor submit treats an argument with an = as a submit command, not as a path to a submit file, so condor_submit isn't hanging. It's trying to read stdin for the rest of the submit commands and waiting for stdin to finish.
You can use the -file argument to insure that the following argument is used as a submit file and not as a submit command.
condor_submit -file /tmp/waschk/sinec=0.90/job.submit

Hi Everyone,
a DESY user found this bug. A command like this will just hang and not
finish:
% condor_submit /tmp/waschk/sinec=0.90/job.submit
Submitting job(s)
This was tested with condor 10.4.1 and 9.0.17.
After the user removed the '=' from the path, she could submit jobs again.
