Sorry, No.
You cannot change the provisioned resources or number of slots in at Startd with a reconfig - A restart is required. And a restart will kill all of the jobs.
What you *can* do is change the configuration, and then run
condor_drain -restart-on-completion
This will only evict jobs that have exceeded their MaxJobRetirementTime

Is there a way to set NUM_SLOTS of an execute node to a *higher value*
without affecting currently running jobs?
I tried changing the value in condor_config.local and restarting condor,
but this seems to kill currently running jobs.
