If you can up the debug on your negotiator you can see what jobs are being sent to the negotiator
and what ones are not. that may give you a clue.

Hi All,
I have a strange behaviour,
Only few users complain that they have many jobs in idle state for hours, until they change priority for a single job.
When they are changing the priority the "Prioritized runnable job list will be rebuild" and after that jobs starting to run.
If I restart condor service, it will do the trick as well.
It seems like that the Negotiator is not getting a list of jobs from the Sched,
Any Idea?
