[HTCondor-users] Limit negotiation time per submitter

Hi All. 

I'm always trying to optimize the negotiation cycle. 

My pool is growing on a yearly basis (executers and submitters). 

Because we are using pslots users are optimize memory requirements and

the numbers of autoclusters become an issue. different requests for memory, cores, cpu and concurrency limits.

Is there a magic that I'm missing?  Maybe SIGNIFICANT_ATTRIBUTES 

Is there a way to limit the negotiation time per submitter? It will "punish" the non autocluster aware users.
