[HTCondor-users] Build ubuntu 18.04

Hi All,

I'm trying to build htcondor on Ubuntu 18.04 using  build-on-linux.sh in order to create deb files.

There is a dependency that not exists "libscitokens-dev"

Any recommendation for different approach?
