Condor's built-in power management looks interesting, but if I'm not
mistaken this is about hibernation rather than fully powering down/up a
machine, correct?
It's about whatever you want the shutdown script to do. HTCondor's built-in power-management is totally different, but yes, more-focused on hibernation.
