i'm just taking a swag at this.  do you have Privatetmp=yes in the
condor service files?  i don't.  but i'm not able to discern why you
might get 'bad interpreter", thought maybe it was a bogus message
masking something else

i use the user_job_wrapper as well under 8.8.6, seems to be working fine
