Not sure if this is helpful, but fs_remote authentication needs a shared network directory to which all machines can write so that machines can check the UID and GID of the files they create for each other. I usually put it in an NFS-mounted /home/condor/fs_remote and set the permissions to 1777 like a /tmp directory.
