is the best site I found.
It includes stuff for more traditional Mac apps (that you double-click to launch), so you don't need it all.
I think what I included below (with the added xattr trick) is what you need.
(The only message I now get is "no Java" but then I don't need Java.)

Ps: I guess the simpler solution is for you to go through the hassle of registering HTCondor with Apple

    Do you have any of the URLs you found via Google handy?
    
    I was planning to upgrade to Catalina this next week. Good to know what Iâll have in store for me. I hope we can find a simpler solution for users on macOS.
