Just finished testing with our hack removed, works great. I've
updated the github README to indicate it's obsolete with 8.8.4.1.
Today's 8.8.4 release addresses this problem. The condor_master
checks for the existence of /var/run/condor and /var/lock/condor
and creates them if they are missing.

HTCondor folks would perhaps be interested to merge it...
FWIW I ended up with a (salt) recipe that creates a local user and
group, overriding whatever names might exist for the uid/gid, and then
installs condor repo and condor itself.
There's more than tmpfiles that gets messed up by having system accounts
on SSO server.
